This position is located in Badlands National Park. Selectee will be responsible for management of computer systems and data processing activities at Badlands National Park and Minuteman Missile National Historic Site. The work involves integrating and administrating a variety of unusual problems, questions, configurations, and conditions associated with specific network application software, printing resources, data access from different areas, data storage and shared devices.

Responsibilities

Plan, develop, and coordinate the implementation of computer-based services and applications in support of the unit's mission. Serve as the principal advisor to the unit's staff in the use of programs. Serve as an active team member in developing unit plans and is responsible for formulating and recommending information technology policies, plans, and procedures. After approval, responsible for the implementation. Assure compliance with operational and security requirements as directed by General Services Administration, Departmental, and National Park Service regulations. Develop local implementing instructions based on guidance developed at higher levels when multiple system issues and network systems are involved. Perform feasibility studies for proposed applications. Gather information from users, and modify existing or design new applications. Plan, set priorities, and schedule work to meet management objectives. Perform a variety of data base management activities. Write program language interface programs to update, retrieve, or provide data files for users. Responsible for troubleshooting database problems and maintaining current database systems for both units. Determine hardware, software, and telecommunications equipment necessary to accomplish unit objectives and takes necessary steps to obtain these items. Manage the installation of automatic data processing resources to include the installation of computer hardware, local/wide area network hardware, computer and network system operating software, software upgrades and modification, major software applications, and network and data security. Manage system resources to ensure system optimal performance, availability and serviceability. Manage network accounts, operating access rights and access to systems modules and other computer and network resources. Provide customer support through diagnosis and resolving problems for a wide variety of applications, operating systems, proposals and equipment. Research, evaluate and provide feedback on problematic trends and patterns in customer support requirements. Install, configure, troubleshoot and maintain customer hardware and software. Provide customer training. Ensure the rigorous application of information security policies, principles and practices in the delivery of network services. Resolve the most complex computer problems. Evaluate and report on new trends and equipment in the customer support field.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • Overtime work may be required.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service that demonstrates competence in attention to detail, customer service, oral communication, and problem solving. Specialized experience is experience that has equipped the applicant with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Information Technology (IT) field or through the performance of work where the primary concern is IT. Specialized experience may include, but is not limited to the following examples: performing a variety of data base management activities, determining hardware, software, and telecommunications equipment necessary to accomplish unit objectives; managing the installation of automatic data processing resources to include the installation of computer hardware, local/wide area network hardware, computer and network system operating software, software upgrades and modification, major software applications, and network and data security and diagnose and resolve problems for a wide variety of applications, operating systems, and equipment. Individuals must have IT-related experience demonstrating each of the four competencies: 1) Attention to Detail- Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4)* Problem Solving* - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or I possess such a degree that included a minimum of 24 semester hours in one or more of the fields identified above that required the development or adaptation of applications, systems or networks. You must include transcripts.

  • OR- Successful completion of a combination of education and experienceas described above. For example, have six months, of the specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited education institution (50% of the qualifying education). You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
