Project Director, Victim Services, Tribal Financial Management Center (TFMC)

ICF seeks a self-motivated Project Director for the OVC Tribal Financial Management Center Project. This position requires a deep understanding and appreciation of the Native American/Alaska Native Tribal Governments, Communities, Cultures, and experience in working with Tribal Leaders. As the Project Director of TFMC, you will supervise project staff, serve as the primary liaison with client(s), and collaborate with regional and national training partners. Key Responsibilities:

  • Manage projects focused on providing organizational financial management training and technical assistance to the Office for Victims of Crime’s American Indian/Alaska Native (AI/AN) grantees and other AI/AN victim services programs.

  • Collaborate with the Office for Victims of Crime (OVC) and other OJP partners to effectively manage project operations, as well as establish and maintain the mission and vision for the project.

  • Oversee all project operations and ensure project quality including staff performance, reports, and deliverables.

  • Supervise and coach all team members.

  • Monitor staff utilization and conduct annual performance reviews.

  • Oversee all project reporting on a weekly, monthly, and annual basis.

  • Facilitate regular team meetings and provide facilitation for project meetings as necessary.

  • Work with project staff to determine and monitor project costs as well as monitor contract financial performance.

  • Develop and deliver quarterly Quality Assurance (QAR) reports to ICF leadership.

  • Participate in periodic ICF cross-project manager meetings.

  • Oversee project evaluation and development of annual report that documents staff activities, staff experience and qualifications, and lessons learned as well as areas of focus for future efforts.

  • Ensure all tasks/projects are managed to client satisfaction.

  • Establish and sustain client relationships at multiple levels.

  • Support corporate utilization targets and achievement of other financial metrics.

  • Other duties as assigned.

    Basic Qualifications:

  • Bachelor's degree in in criminal justice, public policy, administration, victim advocacy, business administration, accounting or a closely related field from an accredited. Master’s Degree is preferable.

  • 10 years of experience managing projects in the criminal justice/victim services field

  • 5+ years staff management experience

  • Extensive knowledge and experience of AI/AN communities, including providing training and technical assistance on tribal victim service assistance issues

  • 3+ years of experience managing a project that spans a nationwide effort

  • Training and technical assistance experience on a national level

  • Experience with capacity-building, community partnerships; strategic planning and policy development, and experience with the development and leadership of new programs, including leadership of start-up operations

  • Sound business ethics, including the protection of proprietary and confidential information.

  • Ability to work with all levels of internal staff, as well as outside clients and vendors.

  • Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.

  • Ability to facilitate high level meetings and focus groups to explore issues and topics with divergent stakeholders, conduct strategic planning, or find solutions.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) and other electronic communication platforms.

  • Ability to be flexible to handle multiple priorities.

  • Ability to communicate effectively with both technical and non-technical audiences.
