Click here to view a copy of our Benefit Synopsis.Minimum Qualifications:Bachelor's degree in Human Resources or related field including accounting and PHR, SHRM-CP, or SPHR. Five-seven years of work experience in the HR filed. Strong written and verbal communication skills. Good prioritizing skills, organizational skills, and the ability to work independently. Financial planning and management skills preferred. Strong Excel and Word skills. Maintain current credentials and certifications. Must be proficient in Microsoft Office Suite, printers, copiers, fax, scanners, and standard office equipment common to a program office environment. Must be dependable, accurate, and maintain confidentiality. Ability to maintain a positive, upbeat attitude. Ability to evaluate, inspire, motivate, and hold people accountable. Ability to communicate and cooperate with staff, persons of all socio-economic levels, and diverse populations effectively and tactfully. Ability to engage in creative, effective problem solving. Ability to monitor and manage multiple projects and meet deadlines. Current vehicle liability insurance and a valid driveris license required.iiiiiiiiiiiiEssential Functions:Work with the CEO to ensure that all personnel policies and procedures are kept current and in compliance with state, federal, and grant regulations.Assist Coordinators and Directors with YFS personnel policies and procedures.Coordinate internship opportunities.Recruit for open positions internally and to appropriate outside sources (for all personnel including students, interns, and temporary employees): SD Department of Labor, area newspapers, area colleges/universities, Regional Head Start, social media, various employment websites, and additional sites requested from hiring supervisors.Research new ways of recruiting or advertising for applicants.Oversee and provide backup for the application process. Ensure compliance with federal, state, and grant regulations.Oversee training of new hiring supervisors related to the YFS hiring practices.Coordinate reference checks for top candidates when needed.Oversee hiring paperwork turned in by hiring supervisors is accurate and complete.Ensure initial and follow up background checks are in compliance with program specific licensing, Head Start, and Fair Credit Report Act (FCRA) requirements. Oversee background checks' processes including initial and 5-year checks such as central registry screening, sex offender registry screening, and fingerprinting (DCI/FBI/Child Care Licensing Golden Ticket).Ensure health records are maintained including initial physical exams; Head Start-mandated follow-up physicals; Department of Transportation (DOT) physicals; two-step TB tests; and completion of yearly TB risk assessments if required.Oversee all aspects of the agency initial and random drug/alcohol testing pools: the DOT pool for Commercial Driver License (CDL) holders and the Non DOT pool for transport children/client drivers.Oversee the Federal Motor Carrier Administration (FMSCA) CDL Drug and Alcohol Clearinghouse processes including initial queries for prospective employees/CDL drivers and annual queries for all currently employed CDL drivers.Oversee and provide backup for new hire orientations and the follow-up of paperwor
